There were people in the late 1970s arguing that commercial computer programming should be limited to certified professionals only. Because risk. And laws might have been passed if the proponents had known enough to predict cyberattacks, Windows NT crashes, the social consequences of dumb tweets, etc. But that assumes (1) the laws would have prevented these problems, and (2) we still would have had all the goodness that came from unlicensed programmers.
